Paulo Andre’ de Andrade (Brazil) has created an Earned Schedule application tool. He is graciously making this tool available as a download. It is a zip file titled, “Earned Schedule – Abacus.” The link to the file is located on the EVM-ES tools page.
Notification was received from Yancy Qualls, Co-Lead of the NDIA committee updating the Planning & Scheduling Excellence Guide (PASEG). Mr. Qualls and the committee have included ES in the schedule analysis chapter of the guide. This is a significant advancement of ES in gaining acceptance from the EVM community. The guide is a significant document for major defense contractors. It is specifically prepared for the program leadership team and planning/scheduling professionals. Its purpose is to enhance appreciation of the Integrated Master Schedule (IMS) through promotion of accepted scheduling concepts/processes, and recognition of the consequences of poor practice. To prepare the Integrated Program Management Division of NDIA for the inclusion of ES in the PASEG, Mr. Qualls presented, “Earned Schedule Fundamentals” at their 26 January 2016 meeting. The presentation can be downloaded from the Presentations page..
Mr. Anderson Cezar de Menezes (Bolivia) presented “Earned Value Management-Earned Schedule,” at PMI Tour Cono held 24-25 November 2016 in Santa Crux, Bolivia. Mr. de Menezes has graciously provided his presentation for inclusion on the ES website. In email exchanges with Mr. de Menezes, it was learned he is preparing a book on Earned Schedule.
Mr. Duncan Forsyth, a program manager for Atlas Business Services, Inc. requested assistance in applying ES to his project. After a few email exchanges, it was clarified that his interest is using ES to assess the likelihood of achieving an important project milestone. A new calculator has been created for this application, ES Calculator-Milestone SV(t) Forecast. The calculator is available for download from the ES Calculator page. As well, an article, “Forecasting Schedule Variance Using Earned Schedule,” has been submitted for publication to Program Management World Journal. It is expected the on-line journal will publish the article in its February 2017 edition.
July - September 2016
As reported in previous news, Walt Lipke was invited, during summer 2015, by Dr. Fabrizio Rugerri to submit an article for a new publication, the on-line statistics reference, Wiley StatsRef: Statistics Reference Online (ISBN: 9781118445112) . The request was for the specific title, “Earned Value Management and Earned Schedule Performance Indexes.” The article, discussing the foundation and application of statistical forecasting, was submitted and accepted in February 2016, and subsequently published August 2016. It may be purchased and downloaded on-line using the following link: http://onlinelibrary.wiley.com/doi/10.1002/9781118445112.stat07891/abstract.
Mr. Kotaro Mizuno, the translator for the Japanese version of the Earned Schedule book (see ES Book translations page), has reported the following concerning a presentation made this last July:  “At the PMI-Japan Forum on July 9 and 10, “Availability of the Performance Management Integrated EVM with ES” was presented by the EVM study group of PMI-Japan. The presentation is on the Web, though some parts are in Japanese, which shows how important EVM and ES are properly combined.” Mr. Mizuno gained permission to allow the presentation to be included on the Presentations page of the ES website.
The Project Governance and Controls Symposium has invited Walt Lipke to present a keynote address at their upcoming conference, held in Canberra, Australia, May 2017. As well, the organizers of the conference are promoting a one-day master class on Earned Schedule instructed by Mr. Lipke; the class is expected to occur on the day preceding or following the two-day conference.
Gower, a publisher of business and management books, is in the process of developing a handbook, Project Performance for Agile, Waterfall, and Everything in Between. The handbook effort is being guided by Mark Phillips, former board member of the College of Performance Management. The handbook, to be published in June 2018, is organized into four main sections: 1) Defining Project Performance, 2) Measuring and Predicting Project Performance, 3) Improving Performance, and 4) Lessons Learned. Earned Schedule (ES) is included as one of the chapters. Mr. Phillips has requested Walt Lipke prepare the ES chapter.
Robert Van De Velde reports that Longest Path duration forecasting addition to the Project Flight Deck Schedule Performance Analyzer has been released and is in use. At present, customer feedback has not been received concerning the added capability. The Brazilian project management journal, Mundo Project Management, has published the article, “Índices Para Completar Do Gva” in the April-May 2016 issue. The article is the Portuguese translation of Walt Lipke’s article, “Examination of the Threshold for the To Complete Indexes.” The Portuguese version was created by Paulo André de Andrade and Floriano Salvaterra.
PM World Journal (on-line) published Walt Lipke’s article, “The Probability of Project Recovery,” in their June issue. The paper describes how to use project performance measures with the established threshold for the “To Complete” indexes to compute the probability of schedule and cost recovery.
The Probability of Recovery Calculator has been added to the Calculators page. As well as outputting the probability of recovery for both project cost and duration, the calculator identifies whether the threshold values for TSPI and TCPI have been exceeded. Also provided in the output is the period of opportunity for recovery. The calculator is very easy to apply, needing only EVM and ES data normally available.

Robert Van De Velde, in the development of a project management tool incorporating Earned Schedule-Longest Path, discovered a flaw in the ES Calculator (Special Cases). Subsequently, a similar flaw was found in the ES-LP Calculator. The corrected calculators are available for download and use from the ES Calculators page.
The ES Re-Plan Calculator is added to the Calculators page. The calculator is applied when the project PMB has changed. Its output includes, ES, the time-based indicators, and the forecast duration.
Dr. Diego Navarro has completed the Spanish translation of the Earned Schedule book. The book, titled “Programación Ganada,” is identified with ISBN 978-84-608-6251-2 and publication date of 24 February 2016. Walt Lipke’s article, “Examination of the Threshold for the To Complete Indexes,” was published in The Measurable News, 2016 Issue1. Subsequently, the article was re-published in the March 2016 issue of the PM World Journal (online). The article provides empirical evidence that the value of 1.10 is the threshold for TSPI and TCPI, defining when recovery of a project is extremely unlikely. The article has gained interest in Brazil. A translation to Portuguese is expected to be published in the April issue of the journal, MundoPM.
Two articles of particular significance were republished in The Measurable News, 2016 Issue 1: “How it all Began: The Creation of Earned Value and the Evolution of C/SPCS and C/SCSC” by James B. Morin, and “EVMS-After the Evolution: The Long Slow Road” by Gary C. Humphreys. These articles eloquently describe the history of EVM. With permission from the College of Performance Management and Mr. Gary Humphreys these articles are posted at the link, “EVM History,” located in the tan border at the right side of website pages.
