It is reported that the ISO standard for EVM is in the final draft phase. Earned Schedule is in the final draft and is expected to be included in the standard. The English version is scheduled for publication between March - June 2018.
Walt Lipke has published three articles:
“Forecasting Schedule Variance Using Earned Schedule,” in 2017 Issue 3 of The Measurable News. The article discusses the method of applying ES to milestone management, especially pertinent for very large projects.
“Assessing Earned Value Management and Earned Schedule Forecasting,” appears in the August 2017 issue of PM World Journal as well as 2017 Issue 4 of The Measurable News.
The paper authored by Batselier and Vanhoucke, “Empirical Evaluation of Earned Value Management Forecasting Accuracy for Time and Cost”, is the inspiration for Lipke’s article, “Assessing Earned Value Management and Earned Schedule Forecasting.”  Their paper is an impressively comprehensive examination of forecasting from the use of Earned Value Management (EVM) data taken from 51 projects, predominantly construction.
The International Integrated Program Management Workshop 2017 was held 30 October through 1 November at the Bethesda, MD, North Marriott Hotel and Conference Center. Walt Lipke presented, “The Probability of Project Recovery.” The presentation described how the threshold of 1.10 for the To Complete Indexes (TCPI and TSPI) can be used to compute the probability for project recovery for both cost and schedule.
Paulo André de Andrade, translated Walt Lipke’s article, “The Probability of Project Recovery,” to the Portuguese language for the Brazilian journal, Mundo Project Management. The article was published in the Oct-Nov 2017 issue.
Robert Van De Velde has published another article concerning the use of Earned Schedule in the application of the Agile software process. The article, “Agile’s Earned Schedule Baseline,”  appears in 2017 Issue 4 of the The Measurable News.
July - September 2017
It is confirmed, Earned Schedule (ES) is included in the just released PMI PMBOK (6th edition). The new edition includes trends and emerging practices, such as ES. Beyond PMBOK inclusion, it appears ES is to be included in the ISO standard for EVM. As well, ES is being considered for the Australian EVM standard and due to its inclusion in NDIA guides, ES has opportunity for the coming update to the USA EVM standard (EIA 748).
Walt Lipke’s article, “Forecasting Schedule Variance Using Earned Schedule,” is to be published in the Fall edition of the Measurable News. The article discusses the method of applying ES to milestone management, especially pertinent for very large projects.
The International Integrated Program Management Workshop 2017 will be held 30 October through 1 November in Bethesda, MD. The event is held in the Bethesda North Marriott Hotel and Conference Center. Walt Lipke’s practice symposia presentation, “The Probability of Project Recovery,” is scheduled for 30 October at 3:45pm. The presentation describes how the threshold of 1.10 established for the To Complete Indexes (TCPI and TSPI) is used to compute the probability for project recovery for both cost and schedule.
April - June 2017

The Project Governance and Controls Symposium (PGCS) was held 2-4 May in Canberra, Australia. Walt Lipke was one of the keynote speakers. His presentation, “Evolution – Earned Value Management, Earned Schedule, and Science,” is available from the Presentations page and the following link: PGCS Keynote 2017.

The first presentations of the annual Walt Lipke Project Governance and Control Excellence Award were made at PGCS 2017. Mr. Peter Slay was the winner of the $1000 prize, with his essay, “Failure of Public Sector Programs - A Framework to Manage Success Criteria.” Dr. Raymond Young was awarded $300 for his work, “Implementing Strategy through P3M and Benefits Management.” As part of the symposium program, these gentlemen made presentations providing a synopsis of their essays. Photos of the award presentations may be viewed at http://www.pgcs.org.au/library/essay/. As well, the essays and presentations for both award winners can be obtained at the link.
PGCS 2017 held two Masterclasses on 4 May, one by Lisa Wolf and the other by Walt Lipke. Ms. Wolf instructed “A Practical Guide to Project and Contract Surveillance,” while Mr. Lipke’s class concerned “Earned Schedule Analysis.”
Advance information has been released concerning the 6th edition of the Project Management Body of Knowledge (PMBOK). Apparently, the Project Management Institute is moving toward including Earned Schedule in their guide. The following link, “https://www.project-management-prepcast.com/free/pmp-exam/articles/853-pmbok-6-release-date-and-timeline, indicates “The Earned Value tool kit supported by the PMBOK® Guide will now include ‘Earned Schedule Management’.”
Several calculators on the ES Calculator page have been updated to Excel 2010, including: ES Calculator v1b, ES Calculator v2c, ES Calculator vs1f, P-Factor Calculator v1c, Statistical Forecasting Calculator v3 and its instruction document, and Statistical Planning Calculator v0. As well, the Probability of Recovery Calculator v1a has been updated from version v1.
A very interesting and incredibly good research article authored by Dr. Mario Vanhoucke and Jordy Bastelier concerning EVM forecasting is available for purchase at the following link: http://ascelibrary.org/doi/abs/10.1061/(ASCE)CO.1943-7862.0001008. In essence, the article, “Empirical Evaluation of Earned Value Management Forecasting Accuracy for Time and Cost,” concludes that using performance factor equal to 1.00 provides, in general, better forecasts than other commonly used factors.

Recently received are photos shown here of Anderson Cézar de Menezes instructing a project management class in Bolivia. Mr. Menezes is a consulting professional in the areas of negotiation, gas, petroleum, budgeting, and business planning. Included in his instruction is Earned Schedule. Thank you to Mr. Menezes for sharing this information.

Another book on EVM was identified containing the use of ES. The book is The Principles of Earned Value Management by James Kudzal. Mr. Kudzal is a project management consultant residing in the Washington D.C. area. A novel characteristic of the book is that it bridges the traditional EVM notation and the prevalent terminology of today. The book is available from Amazon and Barnes and Noble.
The article, “Forecasting Schedule Variance Using Earned Schedule,” by Walt Lipke was published in the February issue of the on-line PM World Journal. The article discusses a method of assessing performance for achieving a project milestone. The article is available for download from the Papers page.
Upcoming is the Project Governance and Control Symposium convening 2-4 May in Canberra, Australia. In preparation for a 1-day Master Class on ES, it was discovered that Peter Colquhoun and Kym Henderson had delivered a presentation focusing on ES at the 2015 PGC symposium. The presentation, “Extending EVM and Scheduling Best Practice Metrics for more confident predictions of future project performance,” is graciously made available by the authors on the Presentations page.
